The Vice President for Global Programs provides executive-level vision, leadership, and organizational direction for all IREX programs worldwide with the support of a talented Global Programs senior management team. In so doing, s/he ensures that the design and implementation of IREX’s programs achieve the greatest possible impact for beneficiaries and advance IREX’s mission and strategic objectives.

As a member of IREX’s executive team, and reporting directly to the President & CEO, the VP of Global Programs will lead approximately 300 professionals globally to ensure the innovative development programs translate to meaningful change.

The ideal candidate will be passionate, driven and committed to improving development outcomes that align with the IREX’s mission and strategic objectives. A person who is creative, but analytical, team-oriented, collaborative, empowers others, and has a history or working transparently with all will be aligned with not only organizational values, but also their own individual values. As an executive leader, this person will also be instrumental to strengthen the organizational culture. Someone that is committed to improving development outcomes through evidence-driven innovation, effective execution, rigorous monitoring and evaluation, the cultivation of talent internally, and the development and stewardship of productive partnerships externally will thrive in this strategic role.


Program Focused
• Execute high-impact programs and approaches to achieve more just, prosperous and inclusive societies worldwide and strategic goals
• Provide strategic vision and guidance to the global programs team
• Ensure robust measurement and evaluation of programs to critically assess their impact
• Develop a framework for learning in programs and help create an organizational culture of learning and knowledge sharing

People Focused
• Coach teams and individuals, provide oversight and executive guidance to practice leaders and technical and management coaching to program teams as they implement development programs and hold them accountable for results
• Build teams, cultivate experts, and develop talent to ensure the organization helps its staff perform at their highest potential; build the technical and management acumen of global staff
• Serve as the main advisor to the President & CEO on how to achieve the greatest possible impact with global programs and build the human, operational, and financial foundation that will best position the organization to achieve this impact
• Guide the Global Programs group to support change management and strengthen internal communications and learning
• Supervise, guide, and empower the leaders of the global programs practice areas

External Focused
• Manage and cultivate existing and new relationships with donors and partners
• Publicly represent IREX to a range of external audiences globally in a variety of formats
• Participate actively in external discussions, and lead internal discussions, to ensure the organization is at the cutting edge of best practices in international development
In cooperation with the Strategy and Development group, develop and oversee the development of products that share and showcase the organization’s expertise in particular areas of international development
• Support the Strategy and Development team to ensure that the organization raises the financial resources necessary to achieve its ambitious strategic objectives


• Minimum of fifteen related years progressive experience
• Exceptional leadership, interpersonal communications, and cross-cultural communications skills suited to inspiring and leading a large and diverse global team of professionals
• Demonstrated expertise in international development areas including education, youth, leadership, information and media, governance, and/or communities
• Experience developing and operationalizing organizational strategy
• Strong knowledge of US government (USAID, State Department, Millennium Challenge Corporation) development priorities, granting and contracting practices
• Experience directly overseeing complex programs in countries undergoing political or economic transition or emerging from conflict
• Prior operational experience in developing or transitioning countries
• Demonstrated experience with measurement and evaluation methodologies in international development as well as organizational learning
• Advanced communication skills (oral and written) and comfort with different audiences (e.g., high-level briefings, large public events, media appearances)
• Demonstrated experience in developing innovative, high-impact development programs that attract financial resources
• Demonstrated experience in design and implementation of complex U.S. Government- funded international development programs related to organizational portfolio
• High level of organization and decision-making skills appropriate for work in complex environments
• Demonstrated ability in cultivating talent and building productive teams
• Ability to make decisions quickly and fairly based on the best available evidence
• Demonstrated ability to support and care for employees as professionals and individuals, and uphold organizational commitment to work-life balance
• Strong networks within the foundation and corporate donor communities working in international development and a track record of drawing in private funding to support development initiatives aligned with strategic areas of focus
• Impeccable record of integrity
• Ability to travel internationally up to 20% time
